Open links in new window/parent window

I'm just trying to figure out how/where to control the typed links..

When a user types http://www.google.com it converts it to a link, but I want to control WHERE that link is openned.. i want it to either open a new window, or open in the parent window (I have the chat as a pop out)

any help would really be appreciated! cheers
