/ban /kick troubles

I have nicks with spaces. Really needed in...

in /join works quotes.

but if I do
/ban Сломанный клык
i'm ban 1st user in list (WHY!?)

/unban all
/ban "Сломанный клык"
-- same thing...

so, no way to ban user?

no reaction on /kick ?! why?! user still flood after /kick
user still flood after /ban, but in /banlist it reported...
