Cannot delete data dirs/files

I cannot seem to delete directories or files in the data/public/<serverid>/ structure, either from my FTP client or from my host's web-based file utility.

I assume this is some permission problem? (I cannnot change permissions on these files either.)

Is there a way I can delete them within a script? Or from within phpFreeChat?

I now see it is possible within a script such as:
unlink("data/public/ad029310e294f505e976227bae40e5f1/proxy.php");
rmdir("data/public/ad029310e294f505e976227bae40e5f1");

But should they be left there in the first place?
Can I cause them to be created with sufficient permission so that they be deleted via FTP?
