I have a chat version 1.3 and I do not know how to add new channels and rooms.

you need to set the "channels" parameter for adding channels from start (which everyone will auto-join).
For example:

"channels"=>array("#sports","#jokes")

If you want to have a number of channels pre-built but closed (so one can/must choose his desired)
you need to do the same with "frozen_channels" parameter.
Then your users will have 2 ways of join these channels:
1) via command in message bar "/join #sports"
2) via javascript (and only when "pfc" is ready):
