Disallow chat unless Admin is present

Hi, I would like to know if it is possible to disable chat or even login to public chat if there is no Admin present on the public page. I am using the basic params admin script with no sql server etc, so if it involves linking to a sql server, I cant.
Cheers and thanks for a great chat server it works very well.

Nope, not as it exists. And the problem would be, if the chat is disabled, how would the admin user get in in order for it to be enabled?

Without a user management system of some kind, this just wont work.
