Problem with \"output_encoding\"

Hello Kerphi!

I found bug with $params['output_encoding'] when it set to different from UTF-8. Need to uncomment "pfcI18N::SwitchOutputEncoding($c->output_encoding);" for phpFreeChat::loadInterface lines [544,552].
Now, $params['output_encoding'] applied only for loadChat and many of request through "pfc_ajax" does not shown properly.
