mod_rewrite is on but What's is the correctly configured?

I've got problem with the Mod_rewrite! Really appreciate if anyone can help me to fix this problem.

Error : mod_rewrite must be enabled server side and correctly configured. "RewriteBase" could be adjusted in server/.htaccess file.
