a couple of nasty bugs

w have seen this:

- When shownotice is set to 0 or 1 bans do not work any more!!!
- how to ban using IP
- can we safely change from mysql_pconnect to mysql_connect with the mysql container
- the scroll craze is still there with IE7

- currently you cannot ban user by ip
- yes you can change mysql_pconnect to mysql_connect it should work but maybe it will not be very optimized.
- Are you able to reproduce the "scroll craze" on the official demo ?

i'm willing to hack into ban.class.php to ban ips aswell, what's the var of the banned user's IP?

Sorry but I'm not able to reproduce this bug.
The message "XXX has been banished" is not displayed but the user is well banished.
