Reading other peoples PMs

It once happened to me to discuss with someone and, I don't know how, a 3rd person was watching our conversation and was using /notice command (the chat didn't show who uses it by that time). So, I am asking how is this possible? I'm very intrigued by this matter. Can you guys help me find out how?
