PFC Version: 1.0-final
PHP Version: PHP/5.2.4-2ubuntu5.14

Shared or Dedicated Hosting: dedicated
Link to your website: http://www.lapsemure.ee/pfc_est/index.php

Are you able to reproduce the issue on the official demo (http://www.phpfreechat.net/demo)? No because don't have admin rights.

Have you set any parameters?
If so, please include your entire code, using the
and
tags (without the space). http://www.lapsemure.ee/pfc_est/index.phps

What is the issue you are experiencing in detail?

Bans don't last. A user can avoid the ban even with a new browser window. Where are bans stored? Those who haven't discovered that create a new user and still get in. What are the options to mitigate that?

Are you seeing any error messages, such as javascript errors? No.

Bans are just cookie based from what I remember. As soon as they have a new session (new browser, or clearing their cookies) they will be able to get back in. You could do an IP based ban, which will be slightly more effective, but not foolproof. In fact, there's pretty much no way to make sure someone can't come back, but you can certainly up the difficulty.

There's a user contributed command called ipban. It bans the ipadress. Try that. It works perfectly on version 1.3 (Latest.)

You would have to write something to do so, but it's certainly theoretically possible.
