logged in as admin but ban and kick commands are not working

need help. although i can log in as admin, the ban and kick commands doesn't work. And also, after i log in, though it confirmed that i was successfully identified the icon right beside the username does not change. it is as if i was logged in as ordinary user. it will only change when i use the "/whois" command.

if the nickname have a . character you have a user that uses a bug that turn it invisible.
