are CMSs (Joomla or Drupal etc.) ideal for web 2.0 type appl

Hi all,

I was wondering if you guys would recommend using a CMS or as drupal puts it CMF (Content Management Framework) for developing a web 2.0 type application or it's best to develop from scratch!

I am working on a web site that is going to be very similar (in the way it's used, not the content) to urbandictionary.com.
Users will add, edit and rate the entries on the website.
and the content is based on user rating: the higher the ratings the higher up the entry in the search result...
Also similar to urbandictionary the contents have to be oked by the administrators to be shown on the site.

I hear that drupal is very flexible, but I wonder if the constraints that come with CMSs in general would make them not ideal for web2.0 projects?

Please advise.
