Flooding issue

Ok, now that my chat is working one of my problems is flooding message. I've search and came up with this

$params['skip_proxies'] = array('noflood');

Ok, I'm not sure but I'd assume it goes in the index.php? Didn't work.
Tried /reshash I get 'you are not allow to use rehash command'

You need to be admin to rehash. Make sure you're signed in as admin (either by identifying or by setting isadmin to true)

Rehash doesn't work too well for me. Deleting the cache work wonderfully. Solved.
