How to Stop Swearing? Control who may speak

Hi,

It will be grate to have a feature that permits moderators / admins to control who may speak . So if admin type a command like /moderate, than nobody can speak on chat (this is the best way to stop Swearing). Do you have any idea how to implement such a function? I would edit PHP files but don't have enough knowledge. Or, do you know any free chat software that have this feature?
