Users can use webcams

I don't want to put a webcam function actually within the chat section

I removed the 'General' links and everything on the left

I left a convienent space there

I'd like some html embedding code for user to display webcams if they have one plugged in

any way I can do this?

Since that's not really related to the chat (being outside of the chat's code and all), I suggest you search a more general php forum and see if they have any ideas.
