IP Ban Feature

Can someone modify the ban feature so that it actually works? Currently when you ban someone, it kicks them and they can simply rejoin. Ideally the /ban command should create an editable list of banned IPs, and bans should expire after a couple days (maybe there's some ban-expire parameter, or some such).
